The history of the journal Vysshee Obrazovanie v Rossii (Higher Education in Russia) goes back to 1991, when B.N. Yeltsin signed a Presidential decree “About top-priority measures for the development of education in the Russian Federation” (No. 1, dated 11 July 1991). The new journal dedicated to the issues of higher education was founded by the RF State Committee for Science and Higher School (registered by the Ministry of Communications of the Russian Federation, certificate No. 735 dated 14 March 1991) and was published by the Moscow Polygraphic Institute, further called as Moscow State University of Printing Arts. In accordance with the order of the Ministry of Education and Science of Russia of March 21, 2016, Moscow State University of Printing Arts named after Ivan Fedorov (MGUP) has become Higher School of Printing and Media Industry of the newly established Moscow Polytechnic University. Since 2010 the journal is published 11 times per year.
