1978 – Leningrad Polytechnic Institute named after Kalinin, the department of Physics and Mechanics, the Diploma of an Engineer-physicist.

1986 – Postgraduate studies at Leningrad Hydrometeorological Institute.

1996 – Doctoral studies at the Russian State Hydrometeorological University (RSHU).

Degrees and titles:

1986 – The Diploma of a Candidate of Sciences (Physics and Mathematics).

1994 – Academic title of Associate Professor at the Department of Experimental atmospheric physics.

1996 – The Diploma of a Doctor of Sciences (Physics and Mathematics).

1998 – Academic title of Professor at the Department of Experimental atmospheric physics

Professional activities

1981 – 2004 – worked as a research assistant, Associate Professor, and Professor at Russian State Hydrometeorological University (RSHU).

2004 – 2009 – Vice-Rector of RSHU (Educational-methodical department).

2009 – 2017 – Rector of Tver State University.

Since 2017 – Deputy Head of the Administration of Tver’ Region.

Scientific and organizational work

Member of Coordinating council for education in the field “Mathematical and Natural Sciences”.

The Chairman of Tver Regional Department of the Russian Geographical Society.

• Scientometrics and educational studies;
• National system of qualifications;
• University management.

Research is supported by Russian and international programs and grants. More than 120 works are published, including 5 books.
