The article is focused on the key issues of vocational education and training (VET) reform in Russia. What is necessary for the transition from state regulation of vocational educationand training to market regulation? What should be VET development strategy under these circumstances? What are the problems of the legal regulation of VET? Organizational and methodical issues of quality assurance of vocational education and training and European experience in this sphere is considered in the article. Common Quality Assurance Framework (CQAF) for continuing education and training is also described.

Basing on the UNESCO’s forecast for imminent transformation of Information Society into Learning Society, the authors discuss possible directions for support of higher education and postgraduate education by means of social media and professional self-organized network communities.

The article analyzes the education system role in providing the effective scienceFinnovation process in modern Russia and in the aspect of future transformation to science economy. The authors assert that the potential of education system in research and development is restrictedinasmuch as its primary function is to create the educational environment. PreFeminently, itis able to ensure an appropriate level of innovative manpower. The key role of education in organizing the interaction between science and industry, and in formation of innovation infrastructure is substantiated. The education system is also viewed as the main factor in the knowledge management systems organization.

The presented paper contemplates the model of innovative interaction between university, highFtech companies and venture enterprises. Being organized in the form of technological expert consortium, this model forms the processes of multilevel promotion of innovative products and paves the way for the fast technologization of knowledge and for bringing the innovative products to the market.

In interview with the rector of Khabarovsk State Institute of Arts and Culture there is briefly reviewed the most important events in the history of the institute on the eve of its 45th jubilee. The prospects of the future development of the university as a Far-Eastern regional and international Asian-Pacific research and education creative centre of preFvocational and vocational personnel training and retraining for arts and culture sphere, which contributes tosocial, economic and cultural development of Russian Far East and its integration into theeconomy of Asian-Pacific region are outlined.

The article analyzes the processes in modern culture and in education. The author accentuates the mission of education in the process of acculturation, shows such values of modern education as constructivism and creative activity, which can form the Man of Culture. Special attention is paid to the position of educational institutions with a creative bias, such as institutes of Arts and Culture, which provide training of specialists with a great creative potential. The author strongly argues that most of the formalized criteria used for the educational institutions assessment are not applicable for such special institutes. The quality of educational process there should be evaluated according to special criteria taking into consideration the specificity of educational programs.

The article shows the history of library education in the Russian Far East on the example of foundation and development of the Department of bibliography and biblio-information activity at Khabarovsk State Institute of Arts and Culture. Special attention is paid to scientific, educational, methodical, and career-guidance activities.

The article describes the history of foundation of musical education at Khabarovsk State Institute of Arts and Culture. The activity of two departments – of choral conducting and the folk choral art and of orchestral conducting and the folk instruments is viewed. The richmusical and pedagogical experience in training of highly skilled specialists in the sphere ofarts and culture is presented.

The article characterizes the activities of two oldest sub-faculties of Khabarovsk State Institute of Arts and Culture – the department of directing and actor’s skills and the department of mass festivity and performance directing. The methodology of fractal as a self-similar structure for the analysis and a choice of productive models of university complex development is offered. In this regard, the classification of university complex structures on the basis of a fractal is presented. The matter concerns the similarity of the head and filial organizations. It is established that the fractal university structure promotes economic efficiency, self-organizing, self-restoration, availability and openness of continuing education in the region territory, the achievement by the filial organizations of university education level, and also formation of their competitive resource.

The foundations for formation of the pedagogical system of adaptive teaching of students on a bilingual basis at a technological institute of a chemical profile is presented in this paper. There are described the pedagogical approaches, didactic principles, psychological and pedagogic factors forming the basis of adaptive teaching of first-year students among ethnicyouth.

The article dwells upon the dynamics of the number of students, students’ admission andproduction of specialists by the mode of study, peculiarities of state and non-state higher education establishments through dynamics of students’ groups of different modes of study. The paper reveals greater number of extramural students rooted in the overall trend for extramural study mode coupled with rising number of students of nonFstate educational establishments with the extramural mode being introduced still more intensively.

The content of falsifiability principle as a criterion of science formulated by Karl Popper is considered. The practical value of this criterion in the research work is described. Practicalrecommendations are formulated.

The article focuses on a topical problem of formation researcher’s communication skills. This problem is closely connected with the formation of scientific culture, academic writing,both in native language and in English. The authors adhere the position that this problem, especially referring to technical universities, can be solved by modeling the technology for academic skills formation, including academic reading, academic writing and also research speaking. The necessary step is creating at the university scientific environment that ensures scientific communication. This function can be delegated to a special sub-division such as thecentre for research communication development.

The author reviews the previously published articles on academic writing concerning the key terms. She refers to the western system of developing academic skills and academic literacy in an attempt to prevent misunderstandings among specialists in different disciplines.

Remote learning in vocational education of foreign students is demand of educationalservices in a globalized information environment. The article is devoted to the problems of improving the quality of foreign student’s vocational education. The paper provides the choice of additional educational technology training, in particular distance learning, based on the person-focused approach. As an example the authors introduce the educational-and-methodological complex of courses “Methods and devices for environment control.Environmental monitoring” for students and masters in Master degree program «Theenvironment protection». This complex includes information, informative, control section and activities. Finally, it is emphasized that it is necessary to develop new teaching sections and learning resources in English for foreign students of distance learning to create e-books, manuals, information support, to develop new methods and forms of student’s education and teachers-tutors training.

The article explores the phenomenon of emergence in the Internet of massive open online courses (MOOC). The author considers the main types of MOOC (cMOOC, task-based MOOC,xMOOC), their applicability at universities, advantages and disadvantages, prospects for further development.
