Abstract
The article is focused on the key issues of vocational education and training (VET) reform in Russia. What is necessary for the transition from state regulation of vocational educationand training to market regulation? What should be VET development strategy under these circumstances? What are the problems of the legal regulation of VET? Organizational and methodical issues of quality assurance of vocational education and training and European experience in this sphere is considered in the article. Common Quality Assurance Framework (CQAF) for continuing education and training is also described.

The prospects of the future development of the university as a Far-Eastern regional and international Asian-Pacific research and education creative centre of preFvocational and vocational personnel training and retraining for arts and culture sphere, which contributes tosocial, economic and cultural development of Russian Far East and its integration into theeconomy of Asian-Pacific region are outlined.

Abstract
The article analyzes the processes in modern culture and in education. The author accentuates the mission of education in the process of acculturation, shows such values of modern education as constructivism and creative activity, which can form the Man of Culture. Special attention is paid to the position of educational institutions with a creative bias, such as institutes of Arts and Culture, which provide training of specialists with a great creative potential. The author strongly argues that most of the formalized criteria used for the educational institutions assessment are not applicable for such special institutes. The quality of educational process there should be evaluated according to special criteria taking into consideration the specificity of educational programs.

The methodology of fractal as a self-similar structure for the analysis and a choice of productive models of university complex development is offered. In this regard, the classification of university complex structures on the basis of a fractal is presented. The matter concerns the similarity of the head and filial organizations. It is established that the fractal university structure promotes economic efficiency, self-organizing, self-restoration, availability and openness of continuing education in the region territory, the achievement by the filial organizations of university education level, and also formation of their competitive resource.

The article focuses on a topical problem of formation researcher’s communication skills. This problem is closely connected with the formation of scientific culture, academic writing,both in native language and in English. The authors adhere the position that this problem, especially referring to technical universities, can be solved by modeling the technology for academic skills formation, including academic reading, academic writing and also research speaking. The necessary step is creating at the university scientific environment that ensures scientific communication. This function can be delegated to a special sub-division such as thecentre for research communication development.

Abstract
Remote learning in vocational education of foreign students is demand of educationalservices in a globalized information environment. The article is devoted to the problems of improving the quality of foreign student’s vocational education. The paper provides the choice of additional educational technology training, in particular distance learning, based on the person-focused approach. As an example the authors introduce the educational-and-methodological complex of courses “Methods and devices for environment control.Environmental monitoring” for students and masters in Master degree program «Theenvironment protection». This complex includes information, informative, control section and activities. Finally, it is emphasized that it is necessary to develop new teaching sections and learning resources in English for foreign students of distance learning to create e-books, manuals, information support, to develop new methods and forms of student’s education and teachers-tutors training.
