The article contains a summary and the conclusions of a research project associated with the assessment of the quality of undergraduate study and the possibility for using these results as the admission procedures to a master course. The results of the project can be used to implement public policies to improve the quality of higher education.

The paper discusses the problem of increasing the effectiveness of scientific and educational research activities of teaching staff of higher education institutions. One of the possible ways to solve this problem is the improving the system of staff stimulation and the introduction of the effective contract as an instrument for the implementation of social and labor relations at the university.

RF-market of service on education quality assurance and independent accreditation of universities is only entering into a phase of active development. Regulation of this market is an integral requirement of its prosperity. That is why the project developed in the framework of Federal Education Development Programme – model of All-Russian Quality Assurance Agencies Register has evoked interest not only in Russia but also of international experts in quality assurance. In Europe the quality assurance agencies actively use in their work principles of publicity and openness of assessment conducting. Their work is regulated by European Register of Quality Assurance Agencies (EQAR). In this article is described the model of All-Russian Quality Assurance Agencies Register and the ways of its implementation.

In the article it is shown that the orientation towards competences, which forms the basis of higher professional education reforming through the introduction of the new standards, rests on the mixture of two fundamentally different approaches. This results in the extremely poor quality standards and matrixes of correspondences, and does not lead to any achievement except the formation of methodic “foam”.
