Abstract
RF-market of service on education quality assurance and independent accreditation of universities is only entering into a phase of active development. Regulation of this market is an integral requirement of its prosperity. That is why the project developed in the framework of Federal Education Development Programme – model of All-Russian Quality Assurance Agencies Register has evoked interest not only in Russia but also of international experts in quality assurance. In Europe the quality assurance agencies actively use in their work principles of publicity and openness of assessment conducting. Their work is regulated by European Register of Quality Assurance Agencies (EQAR). In this article is described the model of All-Russian Quality Assurance Agencies Register and the ways of its implementation.

Abstract
In the article it is shown that the orientation towards competences, which forms the basis of higher professional education reforming through the introduction of the new standards, rests on the mixture of two fundamentally different approaches. This results in the extremely poor quality standards and matrixes of correspondences, and does not lead to any achievement except the formation of methodic “foam”.

The paper puts once again the question of the meaning of modern magistracy. By the example of the Master course “Spiritual and moral development” the author contemplates about the purposes and ways for upbringing the modern humanities scholars. The paper deals with comparative analys is of international university rankings methodology and a complex of measures for Russian higher education development suggested by the Ministry of Education and Science of the Russian Federation. It is revealed that the “roadmap” for higher education development does not allow predicting improvement of national university ranking in international surveys. Abstract
The article presents the categorization of student activists groups in compliance with the Herzberg’s m otivation theory that allows to s ubstantiate the m ethodological tools of educational activities completely for students motivating to the specific groups. An educational work model is expressed where the moral motivation development and the coherent use of the financial motivation are combined. Abstract
This paper presents the outcomes of implementation of the process-orientated approach to business education based on the experience of one of the leading Russian business schools. Formed at the beginning of 1990’s, the current management system in Russian business education has been predominantly based on the principles of functional management, which in turn does not comprehensively address the emerging objectives and terms of modern-day education providers in Russia. The countries’ business schools are of the particular concern of the issue, considering the factors of their recent establishment and revenue-based financing. The implementation of modern-day process-orientated approach in the management system of education providers results in an array of apparent advantages.
