Abstract
The article highlights the main factors affecting the inclusion of the Russian higher education system into the European Higher Education Area focusing onthe preparation of the Russian Federation National Report for the upcoming EHEA Ministerial Conference(that will take place in Yerevan, Armenia in 2015) which is carried out within the framework of the project “Expert and analytical support of the inclusion of the Russian higher education system into European Higher Education Area withdue consideration of the European practice of integration of education and labor market and of the network form of educational programs” of the Federal Target Program for the Development of Education in 2011-2015.The article presents an information about methodological and information analysis network Centre established atthe Faculty of Economics, Lomonosov Moscow State University for the development of mechanismsof implementation and dissemination of the best practices of higher education institutions, for organizing training events, consultations and dissemination of the experience on various issues of the inclusion of the Russian higher education system into European Higher Education Area.

Abstract
This article deals with the problems of organization and management of scientific researchactivities of Russian Universities from thestandpoint ofa new order of state financing of university science. Innovative approaches were suggested to the management strategy implementation in thisarea based on scientific research analysis of Vladivostok State University of Economics and Service. This strategy is based on scientific and educational processes synchronization, their orientation on ensuring great demand and effectiveness for the University and environment. The authors suggest ways of academic work transformation into practice and research oriented work including wide involvement of students and teachers in research work within the framework of learning disciplines and profiles.

Abstract
The article deals with the topical problem associated with the evaluation methodology of publication activity and ways to stimulate the publication activity in a large medical school. There is investigated the development of theregulatory framework in relation to the structural modernization of the public sector science. We apply anintegrated approach to performance evaluation based on expert evaluation of the importance of research and bibliometric analysis in the citation index. The article presents the structure and functionality of the publication activity indicators. A list of criteria for effectiveness of the medical school as a part of the «road map» is given. Methods of improving the publication activity and ways for its promotion at author’ and organization level are presented. The key factors forsuccessfulness of organizational and administrative measures to improve the publication activity and university rankings are computer support of R&D and scientific communication, acquisition of new above professional and inter-professional skills and competences by researchers, implementation of effective analytical online resources, monitoring of research activities, special seminars for training researchers to operate online resources.

Abstract
The paper reviews the issues relatedto evaluation by key stakeholders (interested parties including employers, alumni, faculty staff and students) of engineering programslearningoutcomes consistent with the list of valuable competences of modern engineer (CDIO Syllabus). On the exampleof Bachelor Program in Electrical Engineering (Tomsk Polytechnic University) the authors discuss the results of comparative analysis of the intended and the acquired levels of proficiency defined by stakeholders for professional and personal attributes of engineering graduates, as well as for their skills to conceive, design, implement and operate technical products and systems in the enterprise, societal, and environmental context. The authors urge to activeimplementation of stakeholders’ evaluation of learning outcomes based on CDIO Syllabus for continuous improvement of educational programs in quality assurance system and professional and public accreditation.

Abstract
The article presents the results of a sociological survey of graduates with disabilities of Moscow universities conducted by the Laboratory of monitoring studies conjointly with the Department of employment of graduates of MSUPE. A number of problems is discussed: motivation for graduates’ with disabilities employment, basic ways and channels for employment, the factors contributing / impeding the employment of graduates with disabilities and problems emerging during job placement and during the work. Most of the problems concerning employment are typical for all graduates searching the job but people with health impairment and disabilities have some special needs therefore employers have some prejudices against taking on such persons. Institutions of higher education should work out special career guidance programs for students and graduates with disabilities.

Abstract
The study of reproductive behavior is one of the most important subjects of demographic research. Research of reproductive intentions most often is performed among young people: young families and students. The paper gives the results of sociological survey conducted by the author among the students of Moscow State University. Average values of children among students higher than average values of children among all population. Also, higher values of children are observed among a part of students, who are married or planning to get married atan early age, and a part of students who have three or more children in parent families. Also regularities of employment and evaluation of the demographic situation in the country with values of children are traced. The obtained results correlate with the results of similar sociological surveys among students.

Abstract
The empirical basis of the article - results of research of transformation of temporary prospect of students of the Siberian state medical university, indicating their professional formation in the conditions of higher school training. The majority of motivational aspirations of students are sent to the future, reflect their social prospect - the purposes and intentions. Dynamics in the content of motivational objects in the temporary prospect, indicating system complication of consciousness of students is revealed.

Abstract
The article reveals the role of Ukhta State Technical University in economic development and sociocultural life of Komi Republic. The article presents the main stages of the university’s activities during the last ten years and its key tasks for promoting social and economic development of the region. The first task is formation of the university complex, and diversification of the range of educational services. The second concerns therealization of the idea of continuing education in accordance with a formula “Ukhta is a university city”. The third taskis closely connected withthe problem of monocities and therole ofthe university in its solving. The fourth is the accomplishment of auniversity project “Ukhta is the fatherland of the first Russian petroleum”.

Abstract
The article reveals the strategy of innovative development of USTU. By means of conceptual metaphor, «The Planet University», USTU is presented as model of innovative economy. Process of formation of innovative territorial cluster «Oil and gas technologies», and business incubator of USTU «Ukhta - The Homeland of the First Russian Oil » is described. The initial unit (the low pole) of all the innovation lines is presented by the research schools(14) associated with the priority development areas. The network of innovative and scientific and industrial centres, research institutes form the innovation zone (equator) around «The Planet University». The upper pole (manufacturing of a competitive product) is formed conjointly by the university complex, cluster, and technopark.

Abstract
The international informational project of branch media-cooperation between higher education institutions and the enterprises of fuel and energy complex is described in the article. Also the role of similar projects for realizationofeducational programs, introduction of new forms of cooperation and development of territories by means of imagemaking is analyzed. Abstract
The article offers the results of the statistical analysis directed on the definition of the role and place of Ukhta university in the structure of the city consumer market. The authors have made an attempt to depict the economic measurement of the thesis “Ukhta - the university city”. The approximate structure of students’ consumption is defined in the course of alongitudinal sociological study. The received materials became a basis for the comparative analysis with the data of the official statistics. It is established, that the share of Ukhta university is considerable for a number of sectors of consumer market of the city, especially in the sector of mobile communication systems.

Abstract
The article reveals the contents of educational, Kulturtrager project «Civilization Russia». This project was triggered by Ukhta State Technical University in Aug. 2014. The goal of the project is promotion of cultural and civilization achievements of Russia among Ukhta citizens and development of their patriotism. The project includes five components: theoretical foundations, patriotic analytics, civilization achievements of Russia, social and psychological diagnostics, technologies for social communication.

Effective training of bachelors and masters within the framework ofa competency approach is possible only in case of availability of educational materials with a high research and innovative as well as academic potential. Considering that none of the higher educational institutions has enough resources to develop “groundbreaking” educational materials for all directions and areas of personnel training it would be useful to regulate education materials publication in certain educational institutions in order to intensify their exchange and to create writing teams for publishing inter@university series of textbooks and training aids.

Abstract
The article proves the necessity of singling out the evaluation competence in the structure of the university teacher’s professional culture. The significance of this competence has enhanced lately due to the requirement of working@out the assessment funds, aimed at identifying the levels of students’ competencies and conducting evaluation procedures of students’ achievements assessment. The author considers the evaluation competence to be the key teacher’s competence as it finally defines his pedagogical culture. This competence characterizes teacher’s acquaintance withassessment methods for measuring students’ learning outcomes, his ability to master technologies for stimulating students to further progress in learning. The evaluation competence includes five units: knowledge, technology, reflexion, development and assessment.

Abstract
The article describes UNESCO IITE experience on creation of new pedagogical qualification characteristics of the teacher development during the transition period to digitalpedagogics in the open global educational environment. The UNESCO document «ICT Competency Framework for Teachers. UNESCO recommendations» published in many languages became a basis for development of national (regional) standards on ICT competence of teachers and development of clear national (regional) policy in this area.

Abstract
The article presents the results of the UNESCO Institute for Information Technologies in Education project «The Open Educational Resources (OER) in non-English speaking countries» for 2010-2014. Main objective of the project is promoting of the of open educational resources and skills development for their creation, sharing and distribution in UNESCO Member States. Based on the implemented analysis of the requirements, potential, opportunities and problems arising during OER creation and use, the IITE experts develop recommendations on extension of OER use in educational practice.

The article presents the materials corresponding to the major directions of new forms of online training in the system of higher education. Materials are prepared on the basis of the researches conducted by the UNESCO IITE during 2010-2014 on topical problems and tendencies of using massive open online courses as new forms of distance education, and also contains the analysis of modern educational platforms transformation during the development of the Web 2.0 as thenew information and educational environments conforming to the requirements of forming global knowledge society. Abstract
The article presents the model of interaction and the main directions of cooperation between the UNESCO IITE, the Network of UNITWIN/UNESCO Chairs and the Interuniversity network UNITWIN RAO on ICT application in education and innovative pedagogics. The main areas of activities of the participants of the UNESCO global network are education, research, and innovationin thesphere of integration of ICT and pedagogy. The general scheme of interaction of the UNESCO IITE and participants of the Network assumes establishment of basic platforms or the coordination centers providing the corresponding researches and implementation of practical tasks.

Abstract
The article describes the main areas of cooperation between the UNESCO IITE and the UNESCO Associated Schools Project Network (ASPnet) on ICT in education. UNESCO IITE and the UNESCO ASPnet Pilot project «LFF - Learning For the Future» includes 42 associated schools from 14 UNESCO Member States, and its results have started an active dissemination among the Russian schools for establishment of partner communications and for implementation of joint educational and research projects.

Abstract
The article considers problems of students’ subjectivity development and change in the process of reforming the educational system. The authors note the fact of subjectivity redistribution between the educational process participants in the circumstances of strengthening student-centered approach in education, presupposing interactivity and breaking with the traditionalist intentions in positioning the student as only an object of education. Contemporaryeducational processis presented as an “agent-agent” interaction, when student not only experiences an informational influence, but also influences, though indirectly, reforming the education system from within.For the empirical basis the article uses the results of sociological surveys among students and teachers of the Novosibirsk State Academy of Architecture and Arts (NSAAA).
