Abstract
The article continues to present the results of the federal state educational standardsimplementing. The monitoring of its effectiveness has been conducted by the Association of Classical Universities of Russia, Association of Technical Universities and Comprehensive Research Institute of Education MSU in late 2011 – the beginning of 2012. The article highlights the challenges, which face universities in developing and implementation of major educational programs for undergraduate and graduate programs with the use of newmethodological categories (competence, learning outcomes, module educational program – credits). The possibilities of using the methodological principles of European education (the results of the project TUNING) are discussed.

Abstract
The paper is focused on the upgraded technology for educational programs design considering the assessment of learning outcomes immediately after forming the initial datafor designing the program, exactly the required competences of the graduates. Within the two-stage life cycle model of the educational program on the stage of learning outcomes planning the methods, indicators and criteria are defined to assess the competences acquired by the students. The key definitions used while implementing the above mentioned procedures are specified; and their interconnections are described. The recommendations for learningoutcomes assessment are provided, which are aimed at assessment of correlation betweenengineering educational programs learning outcomes assessment and the requirements of federal educational standards along with the international standards for engineering education.

Abstract
In today’s world there are three main types of reaction to the systemic crisis of modernity, including its knowledge and educational spheres – rewesternization, dewesternization, and decoloniality. The article considers how these models are implemented in the main tendenciesof university development as an institution. It either bends more and more in the direction ofthe “Davos culture” and ultimate corporativization, or exists within the frame of the multi-polar world and polycentric capitalism ideology. Finally, the third option is a radical delinking from the previous principles of the university as one of the two main modernity institutes for the production and dissemination of a particular normative knowledge. The author strives to define where does the Russian university stand in this scheme. Specific attention is also paid tothe humanities in contemporary university and their prospects for the 21st century.

Abstract
The paper examines the basic tendencies in the world science and the objectively necessary and sufficient conditions of English-language activity of Russian universities for increasingtheir competitive ability among the world class universities. The connection between constant losses of Russian universities in the international competition among universities and the level of their proficiency in English is analyzed. The connection of the prevailing criteria of estimation the quality of scientific results with the level of English language proficiency is shown. There are touched upon some recommendation regarding the solution of the problems.
