Abstract
The paper considers approaches to assessment of engineering programme objectives and learning outcomes achievement for accreditation. Accreditation criteria of the Accreditation Board for Engineering and Technologies (USA) and the Association for Engineering Education of Russia are discussed. The bachelor degree programme in Power and Electrical Engineering at Tomsk Polytechnic University is used as an example. The approaches are recommended for implementation in Russian University Academic Standards and a new version of the Federal State Education Standards.

Abstract
The article covers a number of questions concerning the role and the place of non-governmental universities in Russian education system. The authors stresses that the public and national universities have a privileged status, and the position of a non-governmental sector depends on the presence of a competitive environment. Realization of measures aimed at attainment of the equality of different types of universities can bring our education system to conformity with the world trends in this sphere.

Abstract
This work includes generalizing of the experiment results of the professional officers’ preparation (by the example of Nizhni Novgorod State University). It also gives an analysis of the realization versions of the military training program in conditions of two-tier education system including preparation direction of higher professional education “International region studies” on the “Bachelor” level. There is also given an analysis of special purpose citizens’ intake in higher education institutions for professional officers’ preparation programs in 2013 and suggestions for intake improvement.

The article analyzes the problems of development of a regional university in modern Russia. One of the main problems is underestimation of the role of universities in solving social-economic and cultural-technological tasks within the region. It has been proposed to introduce the practice of a “Head University” status referring to the subsequent creation on this basis of regional scientific-educational clusters.

Abstract
Higher education in Russia is going through a crisis. This crisis is connected with the lack of ideology in the sphere of education. As a result, the purpose and meaning of education are undergoing inversion. They are not directed at the development of society and its institutions, but at the satisfaction of the needs of discrete education institutions, and also at rendering private educational services. As a result, the society wastes huge resources assigned for education, but the education activities does not reach the effect. This situation requires urgent measures from the state.

Abstract
The article discusses the context of transition from traditional education paradigm to the technology paradigm and brings up a question of the validity of direct transfer of a technological approach from the production sector into education sphere. The author presents her considerations on the applicability of the technological approach from the point of view of the humanistic (dialogic) tradition. The author arrives to a conclusion that the technological approach inherently denies any subjectivity, any possible act of understanding, and “humanization” of technological approach in the upshot implies pedagogue’s transformation into “communicator”, “engineer”, “technologist”, “manipulator”.

Abstract
The article opens a cycle of publications by the title “Economic security of the technicaluniversity”.The paper focuses on the questions connected with expediency of introduction of a control system of economic security in a technical university. The term “economic security of the technical university” is defined as a “state of university’s economic potential, which ensures the defense of its economic interests, the safety of the workers and students, and the effective development of theuniversity in accordance with its mission even under adverse external and internal conditions”. The article also views the aspects of economic security (students, teachers, science and innovations, financial, material and information resources, management), and the main calls and threats for technical university in modern conditions.

This article focuses on the creation of a modern program for professional development of the youth, which provides the continuous support of a student in his/her personal self-becoming, in determination of his/her future, including personal development and career advancement.The program is based on a competence approach, considering vocational guidance and career development as components of a single complex. The purpose is to acquaint students with the economic and professional environment, enrich their perceptions of the professional world, form preparedness and ability to overcome difficulties on a basis of self-reflection. The program presupposes an active participation of adults – psychological and educational support of a student at school and university up to his/her integration into the world of work.

The article describes the experience of Nizhny Novgorod State Technical University n.a. R.E.Alekseev in creation of the departments attached to high-tech enterprises. Such departments help to prepare qualified engineering personnel for enterprises. The article marks the peculiarity of the competence model for graduates of applied and academic specialties. Metacharacteristics of teaching texts on Chemistry are defined. It is shown that in the situation when the systems of secondary school and higher education are misbalanced and labor market is multiple-optional, the training of the professional competences starts with students’ ability to work with different types of teaching texts.

Abstract
The paper considers some actual problems of the foreign languages teaching in the context of the new challenges faced by Russian higher school and demands for building its competitive scientific and educational image and for increasing international scientific ranking. The complex of the problems relating to Englishization – the application of the English language in national educational and research processes – is discussed, internal and external factors of ineffective traditional methods of teaching in Russian higher schools are revealed, comparison with European approaches to foreign language teaching is made. On the basis of the theoretical sources and practical experience of EFL teaching a number of efficient techniques and necessary measures for overcoming “language backwardness” of Russia are described.

The article discusses the migration processes in a particular segment – intellectual migration. Intellectual emigration flows are analyzed over the past 20 years. There is also considered a complex combination of reasons and motives of migration, as well as the demand for scientists and specialists in international markets of intellectual labor. Abstract
The article describes the results of the survey of students’ motivation typology using the Gorchakov model. The survey covered the students of five courses of a specialty “Information systems andtechnologies”. The work shows the percentage distribution of the types of students’ motivation, presents the correlation analysis, and also describes the influence of the type of motivation on the average score. This research was carried out before the implementation of the index-rating estimation system and material stimulation for students for the purpose to estimate the influence of the system on the changes in students’ motivation.

Abstract
The article deals with the actual problem associated with using citation index as an instrument for evaluation of research effectiveness. The author calls in question the propriety of applying SCI: firstly, in ability of the CI to be used in order to improve the effectiveness of science, secondly, in objectivity of CI, thirdly, in the equal opportunity to apply CI to various fields of science. The author argues that SCI use as the means of assessing the effectiveness of science is possible only if the scientific community itself recognizes the CI as a significant element of research, the element of “selfPconsciousness of science”. The article also covers the alternative and no less important than the CI objective grounds for recognizing the value of research, including scientific expertise and discussion. The conclusion is that the insistence on the account of these alternatives promotes recognition of the autonomy of scientific activity, accounting for the value of novelty and originality of scientific ideas and, ultimately, the development of science.
