Abstract
In modern conditions, improvement of compensation system of higher educational institutions employees becomes more and more topical problem. The article presents the comparative analysis of compensation systems of the higher school employees which allowsenables to stimulate the improvement processes of raising the education quality. A salarydynamics of higher education institutions faculty added of all financing sources is presented. Higher education institutions with the worst and the best indicators of the relation of an average monthly employees salary to an average monthly salary on region economy are given.

Abstract
The article is devoted to the assessment of the influence of Russia’s entry to WTO on the sphere of educational services. The author analyzes the specific commitments of the Russian Federation related to incurrence on the General Agreement on Trade in Services during the reform of education legislation. In particular, the rules of the Federal Law «On Education inthe Russian Federation», concerning the educational services, within the context of Russia’sinternational obligations are considered.

Abstract
The article continues to present the results of monitoring the implementing effectiveness of the Federal State Educational Standards conducted by the Association of Classical Universities of Russia, Association of Technical Universities and the Comprehensive Research Institute of Education MSU in late 2011 – the beginning of 2012. The article provides the data obtained in the course of direct interviewing the teaching faculty employees who are responsible for the introduction of the FSES in the structural units of the university. Interviewing has been carried out according to the scenario, which included twelve questions covering the main aspects characterizing the preparedness of educational process participants to work in accordance with FSES of higher education.

This report aims to explain why the work with PBL-oriented Learning Arrangements is essential for the education in BA-study-courses and how its extension, PBE (Project-Based-Education), is defined. Abstract
The origin and development of engineering pedagogy in Russia and in the foreign countries are analyzed. The principal role of professor Adolf Melezinek in the creation of the International society for the engineering pedagogy (IGIP) is discussed. Не is the founder of this society, and it is due to his efforts the prerequisites for the professional-pedagogical training of technical disciplines teachers’ were created. Thus engineering pedagogy has gained the scientific fundamentals, and that makes it an important factor for the training of competitive engineers.

Abstract
The article considers the demolition of the university education in the sphere of the humanities in Russia of the 2000s. Against this background a more specific problem is suggested for conceptualization. The author calls it a «withstanding» of the department of philosophy inthe conditions of the market imperatives dominance. The author attempts to convey the ideathat a contemporary department of philosophy must develop its intellectual communicative resource towards the organization of its own educational activity. The teaching scene is chosen as the central position in the line of argument. There are three parties in this scene, initially endowed with asymmetric obligations – the professor, the administrator, and the student. In the author’s opinion we should not count on the establishing of any synthesis of the transmittedknowledge (the professor), market requirements (the administrator) and the demands forcompetitive advantages (the student). Any department of philosophy has to be prepared for the fact that the obligations of the three participating parties will always remain problematic and demand a «fine tuning» – i.e. a non-stop problematization and reproblematization, interpretation and reinterpretation.

Abstract
The key theme of the article is a comprehension of the idea of academic freedom inconditions of socio-cultural context changing. The author adduces a number of arguments forsupporting the principle of academic freedom as a necessary condition for scientific search and finding scientific truth. The academic freedom is treated as a manifestation of academic activities, while the University is viewed as an institutialization of the principle of academic freedom.

Abstract
Formation of the modern professional competencies of graduates and their personal qualities corresponding to the challenges of the information society refers in the article to the innovative quality of university training. It is shown that organization of extracurricular independent work has a specific role in the process of formation of student’s advanced features and qualities in university education environment. Abstract
This paper considers actuality, scientific and methodological principles of the Pre-Master program design for foreign citizens, as well as educational technology for its realization. According to the analysis of the experience realization of the Pre-Bachelor and Pre-Master programs for foreign citizens in foreign and Russian universities, the differences betweenthese programs and the specific features of the Pre-Master programs are shown. The results of the initial monitoring of the Pre-Master program realization in Tomsk Polytechnic University are analyzed and proposals for its further development are presented.

Abstract
The authors state that in a certain sense the learning problems of different groups of students (healthy and auditory impaired) are similar and can be solved by common pedagogical methods. The article presents the ways of integration of pedagogical technologies developedfor healthy and hearing-impaired students. This integration can ensure the system educational effect and enables to raise the graduates’ competence level. In particular the authors suggest using method of mind maps and concept maps.

The article considers the main elements of the system that ensures the implementation of the federal state educational standards with a view to meet the requirements of the quality management system. Abstract
In the article the author substantiates the necessity of formation of a narrative competence for future doctors. This competence should be considered as one of the manifestations of bioethics’ compensatory functions in medical practice. The paper deals with the specific features of higher education quality assurance in France based on the development of partnership between government, universities and independent agencies. The information about the two independent agencies providing assessment ofeducation quality – AERES and CTI is presented.
