Abstract
The paper presents a methodology for evaluating the possibility of creating/ functioning of dissertation council in the organizations, administered by the Ministry of Education and Science of Russian Federation. According to the provisions governing the procedure for the creation of the dissertation council, the founder of the organization has to consent the opening of the dissertation council on the base of the organization. To do so, the founder must assess the level of qualification of the dissertation council. We propose method of this assessment. The method is based on indicators of scientific and human potential of the organization as a whole, and by the area of science and by scientific specialties, in comparison with the values of the indicators for all subordinate organizations. The technique offers a ranking of organizations and dividing them into three groups, which determine the possibility of establishing an independent and united dissertation council on the basis of the organization.

Abstract
The article considers the issues of the design of higher education academic programmes which are realized in network form by educational and research organizations with the license for educational activities in the corresponding fields. The models of network form of academic programmes developed by the network of federal universities - "double degree", "resource center", "partnership network", "horizontal cooperation" - are described. Three cases are provided as illustrations of successful realization of the model "partnership network" at the bachelor and master levels.

Abstract
The example of the North-Eastern Federal University shows that the solution of the problems of innovative regional development taking into consideration the needs and interests of the key stakeholders requires significant institutional change and transformation of the role of universities in the development of the region. Universities start to take on new roles as generating centers of new knowledge, ideas, and initiatives, as centers for accumulation scientific and technological potential of the regions, as urban studies institutes, «think tanks », and the centers of attraction of high-tech industries to the region. In this framework, nature of university development management changes and aims primarily at the deployment of new practices that enhance the competitive positions of the university. This article reveals some trends transforming the role of universities in regional development on the NEFU example.

Abstract
The ideological base of the presented research in favor of the provisions of semiotic mediation of human relations with the world and the key role of education as a breeding institution and transmission of semiotic mediators. The main problem discussed here is to try to determine whether there is concordance between the increasing cultural imaging process due to advances in technology, based mainly on the shape code, and in the formation of dominant forms of interaction. In an experimental situation a semiotic conflict between textual and visual mediators created in educational context leads us to the particular tendency. The tendency shows that 'words eat image' and is reflected in cognitive and behavioral phenomena. Working out a pedagogical concept which would establish parity between mediators and contribute to widening discourse repertoire in education is considered to be the main aim of the research presented in the article.

Abstract
The article touches upon the concept of slow scholarship that has been widely spread among academic professionals abroad due to the higher education reform oriented to ideas of new managerialism. The call for slow scholarship is a reaction that faculty shows against transformation of their time budgets and weakening of professional freedom. We present a brief review of key writings on slow scholarship and discuss how these ideas can be adopted to the local context. We also reveal that research of academic profession in Russia pays relatively little attention to the issue of working time budgets and time use, while it is of a major importance to understand the changes that take place at universities and other academic institutions.

Abstract
The article analyzes separate positions of acting teacher rating (TR) worked out at Kazan National Research Technological University (KNRTU), in 2014. It has been shown that the most significant (in numerical terms) contribution to the TR can be made owing to the publication of scientific articles in journals with high impact factor indexed in the Web of Science and (or) Scopus citation database, and, also, due to the innovation process. It was also noted that for almost all teachers of KNRTU having a high (more than 1,000) TR value, a decisive contribution to TR was introduced owing to sufficient scientific activity.

The article is the commentary to the report of O.A. Reshetnikova, the director of the Federal Institute of Educational Measuring Materials, named "Assessment Materials for State Final Attestation. Specifics and ways of development" represented on scientific-research seminar "Measuring in social sciences" 20.05.2016. The article also includes suggestions for increasing efficiency of measuring and evaluation procedures taking into account their application.

Abstract
The article addresses the topical aspects of activities of affiliated chairs of pedagogical higher education institution in the conditions of network interaction of the educational organizations. The authors consider the role of affiliated chairs in improvement the quality of vocational teacher's training in connection with introduction into the national education system of new federal state educational standards and the professional standard. Attention is focused on the main activities of the affiliated chairs of teacher college in the framework of a regional educational cluster: updating of the content of professional training programmes according to the requirements of the labor market, coordination of educational, methodical, and research activities of the educational organizations of the higher and general education, strengthening of a practical orientation in pedagogical personnel preparation, scientific and methodical support of life-long pedagogical education, assistance in graduates' professional adaptation and employment.

Abstract
The article discusses the experience in professional training of teachers to implement inclusive education accumulated at the Department of special education and medical bases of speech therapy of the Mordovian State Pedagogical Institute named after M.E. Evsevev. The authors dwell on the different levels and options for professional training, retraining and advanced training of pedagogical staff (teachers-psychologists, speech pathologists, educators) engaged in development, education, social integration of persons with disabilities. Abstract
The philological faculty of the Mordovian State Pedagogical Institute named. M.E. Evseviev is a platform for exchange of experience, discussion of topical problems concerning the introduction of new standards for teachers, school heads, their deputies, leading specialists of education management. This article is devoted to the questions of interaction between educational institutions in the system of continuous linguistic education. The interaction gradually takes on the character of the cooperation (educational institutions make requests for the organization of activities and events that demonstrate the results of joint work with the University). A number of the events has a resonance in the professional environment of the Republic, is of interest to the teaching community, many activities have become regular (series of workshops, master classes, etc.). Conducted scientific and practical organizational forms of such collaboration enable to implement a consultative, expert and diagnostic, methodological support, as well as summarize the best educational experience.

Abstract
In the framework of the discourse, the article presents implementation model of multilevel foreign language training in pedagogical institution. The main objective of the proposed model is to create pedagogical conditions for the improvement of student's personality, which is consciously and with motivation capable to acquire linguistic, communicative and sociocultural competences for realization of foreign language, cultural and professional communication. It justifies the conclusion about the effectiveness of revealed pedagogical conditions, which are aimed at increasing the level offoreign language proficiency. Possible ways and means of training and organizational forms of the educational process are discussed. It is noted that in the framework of designed model the result of the implementation of multilevel foreign language training in pedagogical institution is the rise of the level of foreign language proficiency.

Abstract
This article discusses the results from the first year of implementation of the so-called integrated exam for migrants, conducted with the participation of institutions of higher learning across Russia. The authors summarize the experience of holding the integrated exam by looking into the related activities of a specific regional university. The paper analyzes the geographical composition of exam participants and identifies its regional specificity; compares test results with a breakdown into the various types of the exam and various groups of migrants; shares examples of errors in the content of testing and assessment tools on the Russian language, the history of Russia, and the laws of the Russian Federation; draws conclusions about the need to enhance these tools; shares expert opinions as to the need to change the degree of the exam's complexity; summarizes the methodological and organizational issues in the conduct of testing for migrant workers.

Abstract
Тhe article discusses the topical problem of adaptation of first-year students to the demands ofhigher education institution. The author dwells on the basic aspects of the development and formation of student's personality that have a decisive influence on first-year student's success in the formation of professional competencies and in future employment. Abstract
The purpose of the article is to describe the pedagogical technologies of sociocultural integration of foreign students, which are approved in experience of the Russian-Chinese educational cooperation. During the development of the pedagogical technologies, the system method was used as a general scientific method; also were used theoretical methods: analysis, inductive and deductive methods, and empirical methods: supervision, pedagogical experiment. As a result of research two pedagogical technologies of foreign students sociocultural integration are developed: the technology of the personality self-determination in foreign-language society and culture organizing the personal choice of the line item, the purposes and means of self-implementation in new sociocultural conditions; and the technology of pedagogical support the personality for socialization in the foreign language community and acculturation.The second technology is aimed at integration ofthe personality into foreign-language society and culture. Technologies have passed successful approbation in the course of training of the Russian students in the People's Republic of China, and also in training process of the Chinese students in Russia.

Abstract
The article highlights the role of international volunteering in the development of universities, examines the social capital of international volunteers from Russian universities. Due to the analysis of the survey among the students of the leading Russian universities (N=930; 2015) we have found the significant factors and distinctive features of the Russian students experienced in international volunteering. The evaluation of cultural, social, economic resources is provided.

Abstract
The article considers the problem of how university teacher commitment to deliver educational courses in English matches the modern quality requirements of training future specialists. The authors analyze the system of university advanced teacher training programmes focused on developing educational courses in English. The system contains three programmes, which provide a technical university content teacher with a sufficient didactic toolkit to design and deliver non-linguistic educational courses in English. The paper also presents the viewpoint on designing a blended educational course in English for international students. The course focused on problem-based teaching and learning has demonstrated its high efficiency in developing student motivation, their critical thinking skills and total class participation. Thus, advanced training programmes described promote both academic staff didactic competence and the quality of future engineer training.
