Abstract
The article discusses the effectiveness of the system of university internal management providing the interaction of two structural units of an educational institution - chairs and managerial staff. This system is characterized by the internal contradictions decreasing its effectiveness. These contradictions are due to the conflict of interest between two main groups of workers. The author analyzes the causes, forms and the negative consequences of this conflict. The paper gives recommendations aimed at the prevention of such negative phenomena in the practice of University management through the use of complex methods of administrative, economic and psychological character.

Abstract
The article analyzes the causes of academic plagiarism in modern education. It is shown that the distribution of academic plagiarism is a symptom of the mismatch between the existing traditions in education and the tendencies of postmodernism. It is also shown that the problem of plagiarism cannot be solved within the framework of this problem. The analysis of inversions in hierarchical systems allows to identify the causes of the prevalence of plagiarism. Inversion is an internal contradiction in the hierarchy between the position of the hierarchical element and its role. The reason for inversions is the discrepancy between the orientation of the organizational principles of hierarchy. The development of inverse relationships in the system leads to the destruction or radical transformation. The current situation in education is due to the inverse relationship in the system of human activity that precedes a leap in its development. In these circumstances, combating plagiarism should be based on significant changes in the formation and deletion of obsolete academic traditions.

Abstract
The article represents the analysis of the market of scientific publications and consequences of information asymmetry in this market. Attention is paid to the participants of the market, including different kinds of middle-men that facilitate the interactions between authors and publishers. The purpose of the article is to clarify particular characteristics of the market, which might be helpful for researchers in the process of publication. Nowadays, we observe the expanding gap between levels of signals of universities and researchers from different countries, resulting in different levels of incomes and opportunities for access to scientific knowledge. The article points out that the current system leads to the growth of power of major players of this market, and this is the result of concentration of property rights within the industry.

Abstract
The report is a response to the article by A.A. Polonnikov «Situational description and discursive responsibility». The author argues that the idea of a fundamental upgrade of discursive practices of education is an indicator of a special phase in the development of education, defined as a paradigm shift, and gives her own opinion on the possibilities and limits of the use of the discourse as a tool to change the paradigm.

Abstract
The article addresses the personal perception of the distance learning by a Humanities teacher, the solution of the resulting problems: how to create electronic text on Humanities, to save its dialogism; how to overcome alienation with invisible students; how to shape your own style. Special attention is paid to the organization of adequate online communication while studying the problem of spiritual and moral education. The solution of these problems is associated with the «soul excitement» of a teacher. The author argues that the pedagogical reality urgently needs today a phenomenological description in contrast to theoretical studies.

Abstract
The article focuses on changing activity of a modern university teacher mastering different professional models (Master, Bachelor and Academic) and diverse joint teacher-student activity models (Authoritarian, Leadership, Partnership). The connection between professional activity models and interactive models is pointed out. Besides, a special attention is paid to the influence of active methods in education on a teacher position in this activity from head to leader and partner. The author comes to a conclusion that teacher's activities is significantly based on co-organizing of various models, positions and roles.

Abstract
The article highlights the process of formation of scientific disciplines. Referring to the broad historical material, the author shows that this process is a manifestation of self-organization of the scientific community. The success of the emergence of a new discipline is associated with the advancement of a collector program (program systematization of knowledge), not research program. The collector program provides the cognitive institutionalization of a particular area of research practice. The training courses are based on the collector programs, they have been being developed with the purpose to broadcast cognitive experience, including the «tacit knowledge», without which any professional scientific activities is impossible.

Abstract
The article studies the «knowledge society» concept with the regard to the modern tendencies in the system of Russian higher education. Due to a broader application of distant technologies in educational process and the reduction of lectures and practical classes aimed at the acquisition of «living knowledge», i.e. an individual's definite knowledge, it becomes harder and harder for universities to train a specialist who is capable to produce some intellectual capital on the basis of his personal self-improvement, intellectual power and imagination. As a decision, it's offered to use the combined approach. It allows applying distant technologies as an important auxiliary tool that simplifies significantly the process ofgetting a new knowledge by a student. Nowadays, owing to fast changes of all life aspects, the educational process is considered as a lifelong personal self-training based on cooperation and communication. Subjectivity as a «self-investing» process turns into the main feature of knowledge productivity. The author concludes that higher school training should include «living», common knowledge as well as mankind humanitarian values, an individual's creative potential, imagination and emotions, accompanied by his informal knowledge. Neither technological nor computerized educational approaches can give the same results.

Abstract
The purpose of the paper is to identify the conditions under which the development of network technology will help to increase the quality of Russian higher education system. Methods - extrapolation of statistical data, and the construction of an economic model. This article analyzes the causes and consequences of the transition of higher education system of Russia from the regional monopoly to oligopoly in the 1990's of last century and 2000 years of the XXI century. The advantages and disadvantages of getting distance education, and its effect on the quality of higher education in Russia. The paper presents the forecast of the impact of developing network technology on the number of students, the quality of education and universities pricing policy. The author suggests reducing of the number of university teaching staff, increasing the number of students and price abatement for higher education services.

Abstract
The paper focuses on mechanism improving the effectiveness of entrance competitive examination to select students for University admission. The author dwells on such form of entrance competitions as a distant creative examination. Distant creative examination for entrants is the basic element of a «society of equal starting opportunities» leveling geographical, territorial, socio-economic, corruption, psychological, and other objective and subjective barriers for young people on admission to the organization of higher education. The paper discusses the main idea of distant creative examination, its purposes and the mechanism of implementation. Special attention is paid to the problem of the objective assessment, the necessary conditions and requirements.

Abstract
The article analyzes the features and problems of magistracy development in the regional university on the example of Kabardino-Balkarian State University. It is noted that the problems of development of a regional university in modern Russia are most clearly manifested at realization of the master's training. The authors raise the question about a need to adjust the strategy of development of domestic education, particularly, about the expansion of the powers of a regional university for the implementation of various models of master's training and about the effective language policy in education.

We discuss the role of regional universities in the development of physical-chemical research and education on the example of Kabardino-Balkarian State University (KBSU). Abstract
The article highlights a contradictory situation connected with the state of social sciences and Humanities in regional university: on one hand, they must be oriented on the regional ontology, on the other hand - on Russian and world problematic and thematic trends. The example of Kabardino-Balkarian State University shows that optimal correlation of regional, i.e. particular and single with general in social genesis allows regional researches to reveal new perspectives and horizons of social and cultural being - Russian and global. Abstract
The article addresses the issues concerning the peculiarities ofthe Russian language functioning in modern Russian ethnoregional and multilingual environment, including communicative and educational space. Special consideration is given to the questions of linguistic interference and intersection of semantic worlds of Russian and Caucasus enthocultures. The socially and culturally genetic functions of the Russian language forming the All-Russian identity are proved to come to the fore in ethnoregional and multicultural conditions. The authors substantiate the necessity of facilitating the Russian language learning in ethnoregional universities of Russia as well as of including Business Russian into the list of curriculum disciplines.

Abstract
The article addresses the issues concerning the improvement of musician-pedagogues' professional training at higher educational institution. The article presents the example of modeling and organizing the self-study in the piano class. The author substantiates the necessity to revise the traditional approaches to self-study organizing, emphasizes the importance of forming mental abilities, memory and thinking, reveals the content of the concept "musician-pedagogue's professional self-study in piano class", identifies the key areas of students' self-study according to theoretical disciplines and courses of the curriculum. As a result the key elements of professional training of a musician-pedagogue in piano class are determined.

Abstract
The article analyzes education quality in terms of distribution of labour intensity of disciplines and amount of educational material of an academic program. The authors offer a special method to determine labour intensity and the amount of educational material based on evaluation reading speed and learning rate of educational material. The number of pages of recommended literature on educational issues of syllabus is used as a unit of measurement of the amount of educational material. This approach results from the fact that over 67% of students use paper copies not electronic resources while studying. Learning rate of a discipline is calculated by means of a specially developed technique. Reading speed is determined experimentally basing on understanding rate of content of texts in Humanities and technical texts. The statistical sample included only the results with the correct answers on the text content. When the amount of labour intensity in academic hours, the rate of material learning and the speed of meaningful reading are given, it is possible to determine the amount of educational material in pages of the main textbook from a discipline curriculum of the academic program. The described approaches used to determine the amount of labour intensity and the amount of educational material of disciplines have particular importance for reaching equivalence and harmonization of curricula in terms of networking technologies and when training specialists according to double degree scheme.

Abstract
The article discusses of the role of modern educational technologies in pedagogical activity of the medical university department, perspectives of formation students' clinical thinking on the basis of competence-oriented approach. The authors analyze innovations accompanying the modern concept of modular education, and propose variants of modern technology usage as a part of education of future doctors. The authors present possibilities of context and problem education when teaching senior students. The article contains the information on the most advanced educational technologies imitating the future occupational activity of medical students and implemented at the department of internal diseases No. 1 of Kursk State Medical University. It is concluded that innovative educational technologies should be certainly used as they enable to organize an educational process so that it is possible to achieve the main purpose - formation of students' professional competences.

Abstract
The paper highlights the experience of Tomsk Polytechnic University (TPU) in teaching mathematics to engineering students using problem solving method. The article presents the concepts "core competence" and "task context" and shows their place in the educational process. It was shown that composing of contextual math tasks by students within conference week promotes deeper acquisition of subject and professional knowledge and skills. This method also promotes the formation of students' core competences.
